(c)本項(xiàng)目的特定資格要求：（3）具有建筑工程總承包資質(zhì)三級(jí)及其以上資質(zhì)，且具備有效的安全生產(chǎn)許可證；
（4）投標(biāo)人擬派項(xiàng)目經(jīng)理須具有建筑工程專業(yè)貳級(jí)（含以上級(jí)）注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)；
（5）本項(xiàng)目專門(mén)面向中小企業(yè)采購(gòu)；
（6)符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔**）第17條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
（7）本項(xiàng)目不接受組成聯(lián)合體。

(c)Specific qualification requirements for this program:(3) Having a third level or higher qualification for general contracting of construction projects, and possessing a valid safety production license; (4) The bidder's proposed project manager must have a registered construction engineer qualification at the second level (including higher levels) in the field of construction engineering, and possess a valid safety production assessment certificate; (5) This project is specifically aimed at procurement for small and medium-sized enterprises; (6) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (7) This project does not accept the formation of a consortium.
