簡要規(guī)則描述：本項目擬對現(xiàn)有位于臨港新片區(qū)**機房（紫荊花路）的交警設備整體搬遷至臨港新片區(qū)交通一體化**（X**）地下一層交警機房地下一層交警機房，包括核心業(yè)務系統(tǒng)（包括**、**、**等）遷移、27個機柜設備（服務器、存儲、網(wǎng)絡安全等設備）遷移、270T數(shù)據(jù)備份與恢復、多網(wǎng)絡架構(gòu)（公安圖像網(wǎng)、信控網(wǎng)、政務網(wǎng)等）重構(gòu)及系統(tǒng)穩(wěn)定性保障等，確保遷移過程中涉密數(shù)據(jù)零泄露、零丟失。（具體詳見第三章項目概況及服務需求）
Brief Specification Description:This project plans to relocate the existing traffic police equipment located in the Lingang New Area Public Security Office computer room (Zijinghua Road) to the underground traffic police computer room of the Lingang New Area Traffic Integration Command Center (X2 Road), including the migration of core business systems (including police big data platform, command and dispatch system, video monitoring platform, etc.), migration of 27 cabinet equipment (servers, storage, network security equipment, etc.), 270T data backup and recovery, reconstruction of multi network architecture (public security image network, information control network, government network, etc.), and system stability guarantee, to ensure zero leakage and loss of confidential data during the migration process. (For details, please refer to Chapter 3 Project Overview and Service Requirements)
合同履約期限：自采購人通知之日起一年。其中搬遷實施期限為自采購人通知之日起10天。
The Contract Period:One year from the date of notification by the purchaser. The relocation implementation period is 10 days from the date of notification by the purchaser.

二、申請人的資格要求2. Qualification Requirements for Suppliers(a)滿足《**采購法》**規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是非專門面向中小微企業(yè)采購，**執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小**；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing for small and medium-sized enterprises, and price discounts will be implemented for small and medium-sized enterprises during the evaluation process. (c)本項目的特定資格要求：1、符合《**采購法》**的規(guī)定；
2、未被“**”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
3、**我國境內(nèi)依法設立的法人或非**（本項目不接受**以自己名義參加采購活動）；
4、符合《關(guān)于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔**）第17條規(guī)定的供應商，不得參加本項目的采購活動；
5、本次采購不接受聯(lián)合體響應，不允許合同轉(zhuǎn)讓與分包。(c)Specific qualification requirements for this program:Please refer to the bidding documents for details
